To Whom it May Concern,
Please find attached a submission from the Blackwall Highway Action group (including my personal submission) opposing the preferred route for the Broadwater to Coolgardie section of the Woolgoolga to Ballina Pacific Highway upgrade proposal.
There are many route upgrade options available in this landscape that will not have any impacts on biodiversity. This has been consistently raised with the RTA in previous consultation periods.
The Department of Planning and Infrastructure must not approve this proposed section of the Highway upgrade because of the massive impacts on biodiversity including significant impacts on numerous Matters of National Environmental Significance and the numerous Endangered Ecological Communities and Threatened Species and their habitats listed under the NSW Threatened Species Conservation Act that are known to occur in this area. These impacts are not able to be mitigated or offset. If the proposal proceeds, unacceptable loss of nationally signficant biodiversity assets will occur and significant impacts on numerous Matters of National Environmental Significance will be generated.
The Department of Planning and Infrastructure must not approve the development because the proposal does not meet the Principles of Ecologically Sustainable Development as required by the NSW Environmental Planning and Assessment Act.
Please acknowledge receipt of this submission and ensure that the numerous Matters of National Environmental Significance in the area are protected from significant impact by building the upgrade in those substantial parts of the subject landscape that have no native vegetation present.
